On 15 September 2023, APA Group submitted additional information in support of its application to convert the Basslink interconnector from a market network service provider to a prescribed transmission service. APA Group also submitted its revenue determination proposal. The proposal and supporting materials are included below.   

On 20 October 2023 Basslink has submitted Attachment 17 - Negotiating Framework 2025-2030 in support of its proposal.

By virtue of clause 11.98.8 of the NER, the provisions for negotiated transmission services in version 109 of the NER continue to apply in Victoria. This means that as part of our transmission determination for Basslink we must make a decision on the Negotiated Transmission Service Criteria (NTSC) to be applied by Basslink in negotiating terms and conditions of access for its negotiated transmission services.

Our proposed NTSC for Basslink are available below. Submissions on the proposed NTSC together with submissions on Basslink's proposal, closed 16 February 2024. 

On 10 November 2023, we released an Issues Paper highlighting some of the key elements of Basslink's proposal. Submissions closed on 16 February 2024 and are available on our website below. 

On 22 November 2023, we hosted an online public forum where stakeholders asked questions about APA Group's conversion application and revenue proposal for Basslink before submissions closed on 16 February 2024. Presentations were delivered by the AER and APA Group. The presentation slides are available below.

Interested stakeholders were invited to make a submission on Basslink's proposal, the proposed Negotiated Transmission Service Criteria, and our Issues Paper.
