Under clause 6A.9.4 of the NER, the AER's transmission determination for Powerlink must set out the Negotiated Transmission Service Criteria (NTSC). The NTSC determined by the AER must give effect to, and be consistent with, the negotiated transmission service principles set out in clause 6A.9.1 of the NER.

On 10 March 2016 the AER released an issues paper on Powerlink's electricity transmission regulatory proposal. The issues paper sets out our initial views of Powerlink's proposal, including what we think will be some of the key issues in our assessment.

On 15 March 2016, the AER held a stakeholder forum on the revenue proposal submitted by Powerlink for its electricity transmission network.
