Draft decision

On 30 August 2013, the AER released its draft decision on SP AusNet’s transmission determination for the 2014–17 regulatory control period.

The AER has also released a Guide to its review of SP AusNet’s proposal, to accompany and explain its draft decision. The purpose of this Guide is to make the AER’s decisions accessible to a wide ranging consumer audience.

Consultant reports

The AER commissioned a report from Energy Market Consultants associates (EMCa) on technical aspects of SP AusNet’s revenue proposal and a report from Deloitte Access Economics on labour cost escalation.

The AER prefers that all submissions be sent in an electronic format in Microsoft Word or other text readable document form and be publicly available to facilitate an informed and transparent consultative process. Submissions will be treated as public documents and posted on the AER website, except and unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Parties wishing to submit confidential information are requested to:

  • clearly identify the information that is the subject of the confidentiality claim;
  • clearly identify the detriment that will occur if the information is disclosed; and
  • provide a non-confidential version of the submission. 

Stakeholder forum - predetermination conference

The AER held a pre-determination conference on 18 September 2013.  The purpose of the pre-determination conference was for the AER to explain the draft decision and to receive oral submissions from interested parties.
