On 5 April 2013, ElectraNet submitted an application to the AER seeking a determination, with respect to the proposed South Australia–Victoria (Heywood) Interconnector Upgrade, that the preferred option satisfies the regulatory investment test for transmission (RIT-T). The AER is considering ElectraNet’s application in accordance with the requirements under clause 5.16.6 of the National Electricity Rules.

Prior to receiving ElectraNet's application, the AER received correspondence from several stakeholders about the South Australia–Victoria (Heywood) Interconnector Upgrade RIT-T. To ensure a transparent and timely process, the AER has published this correspondence (with prior approval of the parties) along with the ElectraNet/AEMO response.

*EnerNoc lodged a formal dispute under clause 5.16.5 of the NER with respect to the ElectraNet/AEMO RIT-T. However, the AER could not consider the dispute as it was not lodged within the timeframe prescribed in the NER. The AER has noted the correspondence as part of its 5.16.6 determination process.

The AER invited interested parties to comment on ElectraNet's application . The AER received comments from GDF Suez Australian Energy, Major Energy Users and Macquarie Generation.

In accordance with clause 5.16.6(b)(3) of the NER, the AER requested further information from ElectraNet to assist the AER in making its determination.

The AER invited GDF Seuz Australian Energy, Major Energy Users and Macquarie Generation to comment on ElectraNet's response to the AER's information request.

The AER requested ElectraNet provide a response to further stakeholder comments about the congestion hours modelled in the Heywood RIT-T.  

On the 18 July 2013 the AER met with ElectraNet and AEMO to discuss potential issues which stakeholders had raised about the cost-benefit analysis and modelling in the Heywood Interconnector Upgrade RIT-T.
