The National Electricity Rules state the framework and approach paper must include the AER’s determination under clause 6.25(b) as to whether or not Part J of chapter 6A is to be applied to determine the pricing of any transmission standard control services provided by any dual function assets owned, controlled or operated by a distribution network service provider (DNSP).
The preliminary framework and approach paper for ActewAGL (the paper), released by the AER in June 2012, did not include information on the value of ActewAGL’s dual function assets. At the time of finalising the paper the AER had not received such information from ActewAGL. Therefore, the paper included an undertaking by the AER to publish any such information and seek submissions prior to releasing its final framework and approach paper (p. 84).
On the basis of information provided by ActewAGL, the AER proposes to include in its final framework and approach its determination that chapter 6A, transmission pricing, will apply to ActewAGL’s dual function assets.

On Friday 15 February 2013 the AER published a revised version of the discussion paper on the formulae to apply to direct control services in NSW and the ACT.

Framework and approach - Stage 1 Framework and approach paper
On 25 March 2013, the AER issued its Stage 1 Framework and approach (F&A) paper for ActewAGL. The Stage 1 F&A outlines our likely approach to ActewAGL's services, the form of control to apply to those services and our decision on dual-function assets.
The Stage 1 F&A applies to the transitional (1 July 2014 to 30 June 2015) and subsequent (1 July 2015 to 30 June 2019) regulatory control periods.

On 31 January 2014 the AER issued its Stage 2 Framework and approach (F&A) paper for ActewAGL. The Stage 2 F&A sets out how we propose to apply a range of incentive schemes and other guidelines to ActewAGL, as well as our approach to calculating depreciation.
The Stage 2 F&A applies to the transitional (1 July 2014 to 30 June 2015) and subsequent (1 July 2015 to 30 June 2019) regulatory control periods.
