In May 2024, we published our final decision on making minor changes to five AER Guidelines to reflect the addition of the emissions reduction objective to the existing National Energy Objectives (NEO). 

We have now made these minor changes to three of the five Guidelines: 

We are currently reviewing the remaining two Guidelines (Retail Exempt Selling Guideline and the Network Service Provider – Registration Exemption Guidelines) as part of a separate review of the AER exemptions framework for embedded networks. We will update these two guidelines to reflect the emissions reduction objective alongside this separate review.

In response to a submission to our draft decision, we have also amended the following two AER documents with minor changes to reflect the emissions reduction objective:

Ongoing consultation 

Our final decision in May 2024 noted we are separately reviewing the following two Guidelines with ongoing consultation:  

Expenditure Forecast Assessment Guidelines for electricity transmission and distribution

The objective of this review is to determine how the AER should have regard to emissions reduction in assessing capital and operating expenditure forecasts.

Cost benefit analysis and regulatory investment test guidelines 

On 24 April 2024, we published a consultation paper on the review of the cost benefit analysis (CBA) guidelines and application guidelines for its regulatory investment tests (RIT-T & RIT-D) (together the Guidelines review).

Interested stakeholders were invited to send submissions in response to the questions and topics raised in this consultation paper by 5 June 2024.

We are currently considering the stakeholder submissions. We intend to release our draft decision in August 2024 for further consultation.
