On 10 December 2019 the AER published the final return on debt illustrative model (in excel spreadsheet form), reflecting feedback received from stakeholders. It calculates the regulated return on debt in accordance with the most common scenarios under the 2018 rate of return instrument.

It differs from the draft illustrative model because of the correction of an error identified in an informal Energy Networks Australia submission.
