In accordance with the Victorian Government's F-factor scheme Order 2016, Victorian electricity distributors provided in September/October 2020 their respective fire start reports for 2019–20 in accordance with specified reporting templates. The Australian Energy Regulator (AER) requested Energy Safe Victoria (ESV) to validate the fire start reports.
In November 2020, ESV provided initial validation reports to the AER, who in turn requested submissions from the distributors regarding the ESV’s initial validation findings. Submissions and updated reports were received from some of the distributors. In February 2021, ESV provided final validation reports for each distributor.
