On 16 August 2021 Wunelli Pty Ltd. (Wunelli) lodged a dispute notice with the AER disputing the Reinforcing the NSW Southern Shared Network (HumeLink) Conclusions Report (PACR)'s preferred option for three 500 kV lines between Wagga, Maragle and Bannaby arranged in a loop configuration. 

Wunelli asserts TransGrid did not properly follow the rules for RIT-T proponents, specifically around the consideration of all options it could reasonably classify as credible options. Specifically:

  • There are different network configurations of the preferred option. These have:
    • materially different route lengths
    • geographic and environmental risks
    • construction costs and network benefits
    • differing effects on existing assets
  • Unclear the method of costing different options had been optimised for the double circuit configuration construction.

Further, Wunelli asserts the handling of route diversity is insufficient, given biodiversity and land acquisition costs account for 30% of the cost of the PACR.
