The decision outlines the maximum revenues that may be earned by SPI PowerNet's transmission network for the five and a quarter year period from 1 January 2003 to 31 March 2008. The decision also outlines the maximum revenues that may be earned by VENCorp for the five and a half year period from 1 January 2003 to 30 June 2008.

The ACCC's decision draws on SPI PowerNet's application, VENCorp's application, consultancy reports, submissions from interested parties and other information presented to the ACCC during the course of its deliberations.
