On 11 December 2002, the ACCC, in accordance with its responsibilities under the national electricity code, finalised its decision.

The ACCC's decision draws on SPI PowerNet's application, VENCorp's application, consultancy reports, submissions from interested parties and other information presented to the ACCC during the course of its deliberations.
