The three Victorian gas distribution network service providers - AusNet Services, Australian Gas Networks, and Multinet Gas - are expected to submit gas access arrangement proposals to the AER on 1 July 2022 for the upcoming five-year period starting 1 July 2023 to 30 June 2028.
Before doing so, the National Gas Rules require these businesses to each submit a reference service proposal, which describes all the pipeline services and reference services the business intends to offer its customers.
The AER has received reference service proposals from these businesses, and invites stakeholder submissions on the proposals.
The AER will make its decision on the reference service proposals by the end of this year.
Invitation for submissions
We invite energy consumers and other interested parties to make submissions on the three Victorian gas distribution businesses' reference service proposals by the close of business on Friday, 30 July 2021.

We prefer that all submissions be publicly available to facilitate an informed and transparent consultative process. We will treat submissions as public documents unless otherwise requested. All non-confidential submissions will be placed on the AER's website. We request parties wishing to submit confidential information:
- clearly identify the information that is the subject of the confidentiality claim
- provide a non-confidential version of the submission in a form suitable for publication.
