The AER received an access arrangement proposal from AusNet for the period 1 July 2023 to 30 June 2028. Under the NGL and the NGR, the AER has the function of reviewing and approving the terms of the proposal. Interested stakeholders are encouraged to consider the indicative dates for the key milestones in this review.

On 27 October 2020, the National Energy Legislation Amendment Act 2020 (Vic) (NELA Act) was enacted to change the timing of the annual Victorian electricity and gas regulatory years.

The NELA Act amends the National Electricity (Victoria) Act 2005 (NEVA) and the National Gas (Victoria) Act 2008 (NGVA) to extend the current regulatory periods for the Victorian electricity and gas distribution businesses by six months. The next access arrangement period is expected to commence on 1 July 2023. These changes exclude Victorian gas transmission networks.

The AER received AusNet's reference service proposal on 1 July 2021.

The AER invited energy consumers and other interested parties to make submissions on AusNet's reference service proposal by 30 July 2021. We received one submission.

In November 2021, the AER made its final decision on AusNet's reference service proposal. Our final decision is to approve AusNet's proposed haulage and ancillary reference services. Details are set out in the AER final decision paper
