The AER has released its preliminary Framework and Approach (F&A) for Queensland transmission network service provider, Powerlink, for the 2022-27 regulatory control period. Interested stakeholders are invited to make submissions by the close of business on 30 March 2020.

The F&A provides direction to a service provider on how certain aspects of its regulatory proposal should be framed. The preliminary F&A allows for Powerlink and interested stakeholders to consider, and respond, to our intended approach to incentive schemes that aim to encourage cost efficiency and maintenance of service standards, amongst other things. 

This consultation opportunity is the first step in the beginning of a two year process that ends with us determining Powerlink's allowed revenue for the 2022-27 regulatory control period, including efficient prices for electricity transmission services.

We prefer that all submissions be publicly available to facilitate an informed and transparent consultative process. We will treat submissions as public documents unless otherwise requested. All non-confidential submissions will be placed on the AER's website. We request parties wishing to submit confidential information:

  • clearly identify the information that is the subject of the confidentiality claim
  • provide a non-confidential version of the submission in a form suitable for publication.

The AER will consider all submissions before issuing its final F&A for Powerlink by 31 July 2020.
