The AER has received an application for a waiver from the Ring‑fencing Guideline from SA Power Networks for its temporary generation project.
The Ring-fencing Guideline requires each NEM distribution business to separate the regulated part from the contestable part of its business. The Guideline is currently in its implementation stage, with all distribution businesses asked to assess their current ability to comply and submit any necessary waiver applications, if need be, before full compliance is mandatory, from 1 January 2018.
The temporary generation project is being undertaken at the request of the South Australian Government to ensure backup capacity is installed and operational by 1 December 2017 to meet demand in South Australia. The project is a temporary measure and would be decommissioned when the SA Government’s own new generation capacity will be operational. The project is being fully financed by the SA Government and SA Power Networks is restricted in how it can use this capacity. The AER’s Draft Decision proposes to grant a conditional waiver to SA Power Networks.

Submissions will be treated as public documents unless otherwise requested.The AER prefers that all submissions be sent in an electronic format in Microsoft Word or other text readable document form and be publicly available to facilitate an informed and transparent consultative process.
