On 5 January 2017, the Australian Energy Regulator (AER) published an issues paper on the Service Target Performance Incentive Scheme (STPIS) review and the establishment of a Distribution Reliability Measures Guideline.
The purpose of the national STPIS is to provide incentives to distributors to maintain the existing level of supply reliability, and to improve the reliability of supply where customers are willing to pay for these improvements.
Complimentary to our review of STPIS, the Australian Energy Market Commission recently mandated that we publish a Distribution Reliability Measures Guideline that outlines the definitions of distribution reliability measures to be used across the National Electricity Market.
Invitation for submissions
We are now seeking written submissions from interested stakeholders on the issues outlined in this issues paper by close of business, 24 February 2017.

The AER prefers that all submissions be sent in an electronic format in Microsoft Word or other text readable document form and publicly available, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER's website, unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to:
- clearly identify the information that is the subject of the confidentiality claim; and
- provide a non-confidential version of the submission.
