On 14 November 2018, the AER published the final AER distribution reliability measures guideline, after consultation with stakeholders. Accompanying the final guideline is an explanatory statement outlining our reasons for implementing distribution reliability measures.
On 1 August 2022, we released an update to the Distribution reliability measure guideline, to give effect to the new rules allowing distributors to provide SAPS to existing customers, and to offer to connect new customers to existing distributor-operated SAPS (also called regulated SAPS) where it is more economically efficient than connection to the interconnected national electricity system.
Background
The AER is required to publish, administer and maintain a Distribution Reliability Measures Guideline in accordance with rule 6.28 of the National Electricity Rules (Electricity Rules). The purpose of the Distribution Reliability Measures Guideline is to outline a set of common definitions of reliability measures that can be used to assess and compare the reliability performance of distributors
On 5 January 2017, the AER published an issues paper on its intention to review the Service Target Performance Incentive Scheme (STPIS) and the establishment of a Distribution Reliability Measures Guideline. This issues paper seeks stakeholders’ feedback on issues we identified in implementing the STPIS since 2009 and outline our position on setting up a uniform distribution reliability measures across all jurisdictions.
On 23 June 2017, the AER published the draft AER distribution reliability measures guidelines for comment. Interested parties were invited to make written submissions on the Draft Guideline by 11 August 2017.
