The AER is holding a stakeholder forum to discuss the review of the transmission service target performance incentive scheme (STPIS).
Forum details
The forum will be held on Wednesday 18 May 2015 from 2pm to 4pm (AEST) via video conference at the AER's offices in Adelaide, Brisbane Canberra, Melbourne and Sydney. A telephone conference line will also be able for those who are unable to attend the forum at one of the AER's office locations (however teleconference spaces are limited). An agenda for the workshop and an more substantive overview of the issues for discussion will be circulated via email to registered attendees prior to the stakeholder forum. Registering your attendance at the forum is therefore essential.
Background
The AER is responsible for the establishing, maintaining and amending the transmission STPIS under clause 6A.7.4 of the National Electricity Rules.
In the Framework and Approach papers for the upcoming resets for Powerlink and Ausnet Services, we foreshadowed our intention to review some elements of the STPIS in time for the new regulatory control periods. We intend to publish an amended STPIS (version 5) in mid-August 2015. Version 5 of the STPIS will apply to AusNet Services’ upcoming revenue determination for 1 April 2017 - 30 March 2022 and Powerlink’s upcoming revenue determination for 1 July 2017 - 30 June 2022.
The STPIS is designed to maintain or improve the performance and reliability of the transmission network. It was substantially redesigned in 2012 and minor adjustments were also made to the scheme in 2014 specifically for Directlink. Despite extensive consultation and testing following its implementation, we have identified some design issues that need resolving ahead of the next regulatory control periods for AusNet Services and Powerlink. This review is not intended to be an exhaustive redesign of the scheme, rather it will focus on incremental and necessary improvements to the scheme, particularly focusing on the market impact component and the network capability component.
Due to the timelines associated with publishing an amended scheme in time for the start of AusNet’s upcoming revenue determination and the incremental nature and scope of the review, it is unlikely an issues paper will be published prior to the release of any draft amended scheme and explanatory statement. In making the draft decision on amendments, we will consider comments received at the stakeholder forum.
