The AER is seeking stakeholder input into the development of a new approach to wholesale electricity market monitoring. The approach we are developing now will guide the first comprehensive long-term monitoring of the markets and help inform advice to the COAG Energy Council on the effectiveness of competition, barriers to competition and the efficient operation of the NEM.

We published a discussion paper on 31 August 2017 that outlines options for defining effective competition and market efficiency, the products and markets that should be considered, the most relevant framework to assess market structure, participant conduct and market performance, and how information should be gathered and reported.

How to get involved

Stakeholder views on the issues raised in the discussion paper are now being sought via submissions and attendance at a stakeholder forum.

We invite stakeholders to register their interest in receiving specific updates on this project via wholesaleperformanceataer [dot] gov [dot] au (wholesaleperformance[at]aer[dot]gov[dot]au) preferably by close of business 8 September 2017.

Participants who register before this date will be consulted on the content and format of our upcoming stakeholder forum in Melbourne on Friday 6 October 2017. Further details of the forum will be published on our website and emailed to stakeholders who register.

Invitation for submissions

We are inviting written submissions on the options for wholesale market monitoring by the close of business Friday 13 October 2017.

We prefer that all submissions be sent to wholesaleperformanceataer [dot] gov [dot] au (wholesaleperformance[at]aer[dot]gov[dot]au) in an electronic format in Microsoft Word or other text readable document form.

We prefer that all submissions be publicly available to facilitate an informed and transparent consultative process. Submissions will be treated as public documents and posted on our website unless prior arrangements are made with us to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to clearly identify the information that is the subject of the confidentiality claim; and provide a non-confidential version of the submission.
