Following an initial issues paper and consultation on the review of its Retail performance reporting procedures and guidelines (the Guidelines) in July 2023, the AER has published the draft Guidelines and accompanying explanatory statement for further consultation.
The retail Guidelines set out the manner and form in which energy retailers must provide performance data to the AER and we are seeking input on specific changes being considered, including:
- introducing indicators to improve the visibility of customers in embedded networks and customers to whom retailers have specific requirements to support (life support customers and customers affected by family violence)
- refining indicators to improve definitional clarity and comparability between retailers
- increasing the frequency and granularity of certain indicators to better observe retail market dynamics
- consolidating indicators, including removing indicators that may no longer add value.
Since publishing the issues paper, we have consulted widely to seek stakeholder input on how we can improve our retail Guidelines to better enable us to collect data we require to effectively monitor retail market outcomes. This included hosting a public forum and accepting 20 written submissions to assist in the formulation of the draft Guidelines.
We are now seeking stakeholder views on the draft Guidelines and will engage closely with stakeholders to discuss the interpretation of indicators and definitions, and to understand any challenges in implementation and reporting.

Stakeholders are invited to join a virtual public information session hosted by the AER on 27 February 2024 from 2PM AEDT. Submissions on the draft Guidelines are invited from interested stakeholders by 19 March 2024.
