The AER is currently seeking expressions of interest (EoIs) from retailers to be appointed as default RoLRs for:
- electricity customers in South Australia, for all transmission node identities (TNIs) in that state, including any directly connected electricity transmission customers, customers connected to the electricity distribution system of SA Power Networks and customers in Cockburn connected to the electricity distribution system of Essential Energy, and/or
- gas customers in South Australia connected to the Australian Gas Networks gas distribution system.
Retailers may express interest in being a default RoLR for electricity, gas, or both fuels. Appointment as an electricity and/or gas default RoLR in South Australia will be for a period of three years, from 1 February 2016 until 31 January 2019.
To appoint a default RoLR, the AER must ensure that a retailer meets all of the RoLR criteria set out in s. 123 of the National Energy Retail Law. These include that the retailer has the necessary financial and technical capacity, and is a suitable person, to be appointed as a default RoLR.
