The Australian Energy Regulator (AER) has today published a discussion paper as part of the ongoing review of the approach to estimating tax for regulated energy networks. The discussion paper presents further analysis of the current tax management practices of the regulated networks, identifies possible changes to the AER’s regulatory tax approach and invites stakeholder comments.
Also published today is a new expert report from tax advisors PwC presenting findings and recommendations arising from the information received to date from regulated networks. There is also a second expert report from Dr Martin Lally, reviewing submissions to our initial report.
This discussion paper is the next step in the review of the current regulatory tax approach, following release of our issues paper in May 2018 and initial report in June 2018. The AER will provide CoAG Energy Council with a final report and recommendations on any changes by December 2018.

We are inviting written submissions on our review of regulatory tax approach discussion paper by COB Friday 23 November 2018. We are also engaging in additional consultation throughout this submission period, with a public forum to be held on 7 November 2018 in Sydney, NSW.
