Our Issues Paper on the early signal pathway expectations for Jemena Gas Networks’ (NSW) 2025–30 access arrangement is now available for consultation on our website.

On 29 June 2024, we received an access arrangement proposal from Jemena Gas Networks New South Wales (NSW) for the 5-year regulatory period of 1 July 2025 to 30 June 2030 (2025–30 period)

Jemena Gas Networks is the fourth network business, and first gas distribution business selected to participate in the early signal pathway since the release of the Better Resets Handbook (the Handbook). 

The Handbook sets out our expectations in areas such as consumer engagement, depreciation, capital and operating expenditure, and tariff structure statements (electricity distribution only).

The Issues paper outlines our assessment of Jemena Gas Network’s proposal against the expectations in the Handbook, and what scope of review we are intending to undertake for its access arrangement.

We acknowledge Jemena Gas Networks has prepared its access arrangement proposal at a time of significant uncertainty regarding the future of gas. While it has provided a high-quality proposal, our initial assessment is that we will need to undertake detailed review in areas such as accelerated depreciation, a number of categories of capital expenditure, and some of the proposed step changes in operating expenditure, in reaching a draft decision.

We are keen to get stakeholder views on Jemena Gas Networks’ access arrangement, and the issues highlighted in our Issues paper. 

Invitation for submissions

Interested stakeholders are invited to make submissions on the Issues Paper and access arrangement proposal by Friday, 13 September 2024. Written submissions or requests to make a submission via alternative methods (e.g. through a meeting with AER staff) should be emailed to JGN2025ataer [dot] gov [dot] au (JGN2025[at]aer[dot]gov[dot]au). We encourage stakeholders to lodge early submissions with us.
