Update - clarification on NCC in STPIS Review Explanatory Statement
We published our proposed amendments to the transmission STPIS and accompanying Explanatory Statement on 6 November 2024. We held a public forum on 10 December 2024 to seek stakeholder feedback before the closing of stakeholder submissions 3 February 2025. Prior to the public forum, we clarified an aspect of our write up of the Network Capability Component (NCC) in the Explanatory Statement.
The Explanatory Statement as published sets out that the incentive allowance for the NCC must not exceed 1% of the TNSP's proposed average annual maximum allowed revenue (MAR) for a regulatory control period. However, this is not our intention. To clarify, the intention is that the TNSP must ensure that the total annual average proposed expenditure for priority projects does not exceed 1% of its average annual MAR for a regulatory control period. This is consistent with the existing NCC and the proposed (marked-up) amendments to the scheme itself.

We prefer that all submissions be publicly available to facilitate an informed and transparent consultative process. We will treat submissions as public documents unless otherwise requested. All non-confidential submissions will be placed on the AER's website. We request parties wishing to submit confidential information:
- clearly identify the information that is the subject of the confidentiality claim
- provide a non-confidential version of the submission in a form suitable for publication.
Public forum
On Tuesday, 10 December 2024 the AER held a public online forum to discuss its proposed amendments to the STPIS for TNSPs and to allow stakeholders to ask questions about the proposed amendments before the close of submissions.
