On 18 June 2018, we published the final Benefit Change Notice Guidelines. The Guidelines are accompanied by the Notice of Final Instrument, which explains our final positions.

We used behavioural insights research and a literature review, conducted by the Behavioural Insights Team, to inform the development of the Guidelines. The Behavioural Insights Team's Final Report encompasses the Initial Findings of their research.
