On 30 April 2015 the Victorian electricity distribution network service providers (DNSPs) AusNet Services, CitiPower, Jemena, Powercor and United Energy submitted their regulatory proposals and supporting information to the AER. The proposals cover the regulatory control period 1 January 2016 to 31 December 2020 and include information on the DNSPs’ proposed capital and operating expenditures for that period.

Proposed negotiated distribution service criteria
The AER has published its proposed negotiated distribution service criteria (NDSC) to apply to CitiPower, Powercor, Jemena, AusNet Services and United Energy for the 2016-20 regulatory control period. The negotiating criteria set out the principles that distribution network service providers must adhere to in negotiating terms and conditions for negotiated distribution services.

Issues paper
On 10 June 2015 the AER released an Issues paper on United Energy's regulatory proposals. The paper sets out our initial impressions of the distributors' proposals, including what we think will be some of the key issues for our assessment. We hope this paper is helpful for readers to form their own views on the distributors' proposals. The issues paper signals the commencement of a comprehensive consultation process.
We have also released a Consumer guide to the Victorian electricity distribution pricing review 2016–20. This guide is intended to give stakeholders a better understanding of our process for reviewing electricity distribution proposals.
On 30 June 2015 the AER released an addendum to the Issues paper to explain in more detail the differences between the Victorian businesses return on debt proposals that were not identified in the original version of the Issues paper.
Stakeholder forum - Regulatory proposals
On 22 June 2015, the AER held a public forum in Melbourne on the revenue proposals submitted by the Victorian electricity distribution network service providers including United Energy. A large number of stakeholders attended the forum.

On Wednesday 15 July 2015 the AER held a demand forecast workshop. AEMO and the Victorian distribution businesses presented information on demand forecasts to inform the preliminary decisions for the 2016–20 regulatory control period.
