On 31 January 2023, Essential Energy submitted its 2024–29 initial revenue proposal to the AER. We published an Issues Paper in March 2023, and held a public forum in April 2023, to assist stakeholders in their consideration of Essential Energy's proposal. Submissions and presentation from the online forum are available on our website.
On 28 September 2023, we released our draft decision for Essential Energy's initial proposal. We held a public forum on our draft decision on 9 October 2023.
On 30 November 2023, Essential Energy submitted its 2024–29 revised proposal.
Interested stakeholders were invited to provide submissions on our draft decision and Essential Energy's revised proposal by 19 January 2024 and are available on our website.
Final decision
On 30 April 2024, we published our final decision on the revenue that Essential Energy can recover from its consumers in the 2024–29 regulatory control period.
On 20 June 2024, we published an updated version of Final Decision Attachment 16 - Alternative Control Services to correct for transcription errors in public lighting services price lists.
Background
Essential Energy is an electricity distribution network service provider. Its next five year regulatory control period commences on 1 July 2024 to 30 June 2029 (2024–29).
Under the NER, Essential Energy is required to submit its regulatory proposal to us by 31 January 2023. However, prior to that date, the NER require us to review the current F&A paper that applies to Essential Energy and decide whether to amend or replace it.
In May 2022, Essential Energy submitted the methodology it proposes to use to prepare the forecasts of operating expenditure and capital expenditure that form part of its regulatory proposal and the AER, in July 2022, published the final framework for Essential Energy.
