Merits review - of the AER's 2011-15 Victorian electricity distribution determinations

On 5 April 2012, the Australian Competition Tribunal published its orders and reasons in the review of the 2011-15 distribution determinations for the Victorian electricity distribution network service providers (DNSPs), Citipower, Powercor, Jemena Electricity Networks, SP AusNet and United Energy.

Each Victorian DNSP applied for a review on a number of aspects of the AER's October 2010 distribution determinations. The Tribunal's orders have allowed each Victorian DNSP to recover some additional revenues above those allowed by the AER during the 2011-15 regulatory control period.

Revised proposal

Pursuant to the Tribunal Order CitiPower and Powercor submitted its remitted proposal for vegetation management opex step change for 2011-15  on 25 June 2012.

Draft decision - CitiPower's 2011–15 vegetation management forecast operating expenditure step change proposal

On 25 June 2012 the Australian Energy Regulator received a vegetation management opex step change proposal from CitiPower and Powercor for the regulatory control period 2011–15. The proposal was submitted in response to the Australian Competition Tribunal’s decision to remit the businesses vegetation management step change opex back to the AER for re-consideration.

In accordance with NER, the AER has made its draft determination on the CitiPower proposal.

Final decision - CitiPower's 2011–15 vegetation management forecast operating expenditure step change proposal

On 31 August 2012 the AER released its final decision on the CitiPower and Powercor vegetation management opex step change for the regulatory control period 2011-15. No submissions from stakeholders were received in response to the AER’s draft decision or CitiPower and Powercor’s remitted proposal.

Amended

The AER has amended CitiPower's 2011-15 distribution determination in accordance with the Tribunal’s orders of 5 April 2012. The amended 2011-15 distribution determination covers the regulatory control period from 1 January 2011 to 31 December 2015. It sets out the amount of revenue that CitiPower may recover from providing regulated electricity distribution network services.
