APT Petroleum Pipelines Pty Limited (APTPPL) owns and operates the gas transmission Roma to Brisbane Pipeline (RBP). The National Gas Law (NGL) and National Gas Rules (NGR) provide the regulatory framework governing gas networks. As with other covered pipelines, we regulate APTPPL's reference tariffs – and through this, its revenue – under an approved access arrangement.
On 1 July 2021, APTPPL submitted its RBP access arrangement proposal for the five-year period from 1 July 2022 to 30 June 2027 (2022–27 period).
On 4 August 2021, we held an online forum to allow stakeholders and interested parties to ask questions about the RBP proposal and published the presentations. Interested stakeholders were also invited to make submissions to us in response to the RBP proposal by 18 August 2021.
On 26 November 2021, the AER published its draft decision on the RBP proposal.
On 14 January 2022, APTPPL responded to our draft decision by submitting a revised RBP proposal. We invited interested parties to make submissions on our draft decision and the revised RBP proposal by 18 February 2022. We did not receive any submissions.
On 6 May 2022, we published our final decision on the RBP access arrangement for the 2022–27 period.
