On 21 September 2022 the Australian Energy Market Commission (AEMC) published the draft rule and determination for the Operational Security Mechanism rule change process. This rule change combines two rule change proposals submitted by Hydro Tasmania and Delta Energy, and was initially explored through the Energy Security Board’s NEM post-2025 Essential System Services work programme. The rule change seeks to introduce a mechanism to procure, schedule, and dispatch system services in the operational timeframe in an effort to unbundle the provision of these services from the provision of energy.
The AER previously made submissions to the initial consultation paper in August 2020, and the October 2021 directions paper.
The AER made a submission to the draft determination on 21 November 2022.
