Across May, July, and August the AEMC received three rule change proposals (two from AEMO and one from a private individual) aimed at addressing the deterioration of frequency performance in the NEM. The rule change proposals address removing disincentives to the provision of primary frequency response (PFR) along with the introduction of a mandatory PFR requirement for all capable generators.
Consultation paper
On 19 September 2019 the AEMC published a consultation paper seeking stakeholders’ views on the three rule change proposals.
The AER provided a submission to this consultation paper on 19 November 2019.
