On 30 July 2020, the Australian Energy Market Commission (AEMC) released a consultation paper to receive input on three rule change proposals from:
- SA Power Networks
- St Vincent de Paul Society Victoria
- Total Environment Centre and Australian Council of Social Service
The three proposals suggest changes to the NER to better integrate distributed energy resources and the provision of export-based distribution services into the regulatory framework.
The AER provided its submission on 10 September 2020.

Draft determination
On 25 March 2021, the AEMC published a draft determination for preferable draft electricity and retail rules to integrate distributed energy resources more efficiently into the electricity grid. Key aspects include updating the regulatory framework to clarify that distribution services are two-way and include export services, and allowing flexible pricing solutions at the network level.
The AER provided its submission to the AEMC's draft determination on 27 May 2021.
