On 19 February 2015 , the Australian Energy Market Commission (AEMC) began consultation on a rule change request from the Council of Australian Governments (CoAG) Energy Council and Total Environment Centre to amend the rules that the AER is to consider in designing a new demand management incentive scheme to apply to electricity distributors.

On 19 March 2015 we provided a submission in response to the AEMC consultation paper. Our submission focused on raising broader considerations about the role of distributor demand management and related incentives.

Draft determination
On 9 July 2015 we provided a submission in response to the AEMC draft determination. The submission supports a principles based approach that is not overly prescriptive and provides the AER with flexibility.
Our submission focuses on the following aspects of the draft determination:
- Principle based approach to the development and application of the scheme and allowance, including market benefits and scheme rewards
- Role of the AER in assessing demand management proposals
- Commencement of the scheme and transitional provisions
- Guidelines and reporting.
