Draft Determination
On 4 April 2024, the Australian Energy Market Commission (AEMC) published a draft determination and draft rule for the Accelerating smart meter deployment rule change.
This follows the AEMC’s receipt of a rule change request on 29 September 2023 from SA Power Networks, Intellihub and Alinta Energy to accelerate the deployment of smart meters.
The draft rule seeks to deploy smart meters to all customers quickly and efficiently, achieving universal uptake by 2030.
To achieve this, the draft rule introduces several reforms, which were first highlighted in the AEMC’s Review of the Regulatory Framework for Metering Services (the Review). The AER made submissions at different stages of the Review, which can be accessed here.
The AER made a submission to the draft determination and draft rule on 5 June 2024.

Directions Paper
On 15 August 2024, the Australian Energy Market Commission (AEMC) published a directions paper for the Accelerating smart meter deployment rule change.
This additional consultation stage was announced by the AEMC to allow consideration of further consumer safeguards following stakeholder feedback on the earlier draft determination.
The directions paper proposes two consumer safeguard measures that are additional to those proposed in the draft determination.
The AER made a submission to the directions paper on 19 September 2024.
