On 5 September 2019, we released our report on Affordability in Retail Energy Markets. This year we publish this analysis in a standalone report, in a departure from its usual inclusion as part of our Annual retail compliance and performance report. It is a requirement of the National Energy Retail Rules that this information is published annually.

The report provides a high-level retrospective analysis of energy affordability in New South Wales, Queensland, South Australia, the Australian Capital Territory, Victoria and Tasmania, covering the past three years, with a focus on energy affordability for low income households. In this report we break down the key inputs into energy affordability and analyse how they contribute to the broad trends, across time and between jurisdictions. We also analyse the trends in conditional discounts, and provide quick reference jurisdictional summaries.

This year’s report also provides an early analysis of the effect of the Default Market Offer arrangements introduced by the Australian Government in July 2019. These regulations, which are administered by the AER, place a cap on what retailers can charge customers on electricity standing offers in New South Wales, South East Queensland and South Australia.
