On 21 March 2019, the AER published its first Annual Ring-fencing Compliance Report. This report provides an overview and assessment of distributors' compliance with the guideline through the 2017–18 regulatory years. The report is informed by our ongoing monitoring and investigation of compliance, annual reports distributors prepared, and independent assessments of those reports.
The report finds that distributors were often not compliant with their Ring-fencing obligations. Particularly, Evoenergy failed to implement key aspects of the guideline while SA Power Networks and Ausgrid appear to have adopted insufficient controls in relation to some obligations. We are currently engaged in a process that will bring the distributors into compliance.
