The AER has released an updated guidance note on amending the post-tax revenue model (PTRM) as issued under the National Electricity Rules (NER) for use in non-contestable revenue determinations under the Electricity Infrastructure Investment Act 2020 (NSW) (EII Act) and Electricity Infrastructure Investment Regulation 2021 (NSW) (EII Regulation). This guidance note is a revision to the first version published in June 2023. The purpose for updating the guidance note is to provide more clarity to network operators and other stakeholders that need to operate the PTRM for non-contestable revenue determinations under the EII framework.

This version has updates to include more details and improvements identified through our experience with our first non-contestable revenue determination under the EII framework. It also incorporates updates under the NER framework since the release of our first version, such as AEMO’s financeability rule change.   

We have also published a sample PTRM template, which implements many of the changes listed in the guidance note. It is not binding but has been provided to assist Network Operators visualise how they should amend the NER PTRM for use under the EII framework.
