Today we published our final decision setting out amendments to the Expenditure Forecast Assessment Guidelines (the Guidelines) for electricity distribution and transmission. The amended Guidelines reflect the addition of the emissions reduction component to the National Electricity Objective, and the updated expenditure provisions in the National Electricity Rules.
This follows consultation on our draft decision which was published in June 2024. We received 7 submissions in response to our consultation, which we considered in developing our final decision. More information about the amendments, and the reasons for our decision, can be found in our final decision document.
Our final decision discusses the broad support from submissions on developing a new emissions reduction guidance note, which we proposed for consultation in the draft decision. Our final decision sets out the next steps for stakeholders who wish to provide input on the emissions reduction guidance note. This guidance note would support the Guidelines by providing more specific information on our expectations for proposing and assessing expenditure and tariffs relating to emissions reduction, given the amendments to the National Electricity Rules. We intend to publish a draft of the emissions reduction guidance note for consultation in February 2025.
