Framework and approach
The AER has published its Framework and Approach for the upcoming revenue determinations for Victorian electricity distribution network service providers: AusNet, Jemena, CitiPower, Powercor and United Energy.
A regulated network business must periodically apply to the AER for a determination on the maximum amount of revenue that it can earn from consumers over a 5-year period.
The Framework and Approach sets out our approach to key elements of the upcoming determinations including:
- Which services will be covered by our determinations, and the form of regulation that will apply to them.
- Which incentive schemes will apply, for example, to service quality, improvements in network reliability or capital and operating expenditure.
- Our approach to setting efficient expenditure forecasts and the establishment of the opening regulatory asset base for the upcoming regulatory control period.
The Victorian electricity distribution network service providers are due to submit their next revenue proposals on 31 January 2025, for the period 1 July 2026 to 30 June 2031.
