On 26 June 2023, the AER received a notice from Moorabool and Central Highlands Power Alliance (MCHPA) disputing the conclusions of the Victoruia to New South Wales Interconnector West (VNI West) Project Assessment Conclusions Report (PACR). 

MCHPA raises 9 points contending the VNI West PACR does not conform to the National Electricity Rules (NER) and the Regulatory Investment Test for Transmission (RIT-T). 

The first five grounds of dispute refer to the application of the RIT-T and its process, namely a failure to identify all credible options, the preferred option and adequately consult on these options.

The grounds of dispute for the remaining four points relate to matters outside the RIT-T process.
