The National Electricity Rules allow the AER to develop and publish a DMIS, which provides incentives for DNSPs to implement efficient non-network alternatives, or to manage the expected demand for standard control services in some other way. The AER released its proposed DMIS on 19 December 2008, to apply to CitiPower, Powercor, Jemena, SP AusNet and United Energy (the Victorian DNSPs) for the 2011‑2015 regulatory control period. Accompanying the proposed DMIS was an explanatory statement which provides information on the application of the proposed DMIS.
