Draft guideline - Draft statement of principles for the regulation of transmission revenues (DRP)

The National Electricity Code (the predecessor to the National Electricity Rules) required the ACCC to develop guidelines setting out how it will exercise its regulatory powers. The draft Statement of Principles for the Regulation of Transmission Revenues was released in May 1999, in accordance with the requirements of the National Electricity Code.

Issues paper - review of the draft regulatory principles

In May 1999 the ACCC released its draft statement of principles for the regulation of transmission revenues (DRP). The ACCC identified a number of issues within the DRP to be reviewed, including:

  • revaluation of the asset base versus the merits of roll-forward
  • operating and maintenance expenditure
  • capital expenditure
  • weighted average cost of capital
  • incentive mechanism and benchmarking.

The discussion paper was intended to be read in conjunction with the DRP.

Supporting information - Post-tax revenue model for electricity (August 2005)

On 1 July 2005 the AER assumed the Australian Competition and Consumer Commission's (ACCC) responsibilities for the regulation of transmission revenues in the National Electricity Market. The ACCC used a post-tax revenue model (PTRM) to set revenue caps for transmission network service providers.

In December 2003 a simplified draft PTRM—Electricity module and corresponding handbook were released. Comments were invited from interested parties.

The AER has now updated the attached PTRM—Electricity module and handbook, which explains the AER's use of the PTRM.
