Consultation paper
On 8 June 2023, the Australian Energy Market Commission (AEMC) commenced consultation on the Commonwealth Minister's rule change request on Concessional Finance for Transmission Network Service Providers. The Minister's rule change request is in response to the recommendations set out in AEMC's Stage 3 Draft Report of the Transmission Planning Investment Review. The AER made a submission to the consultation paper on 14 July 2023.

Draft determination
On 14 December 2023, the AEMC released the draft determination on the rule change request. The draft rule seeks to facilitate the sharing of concessional finance benefits with consumers for both Transmission Network Service Providers (TNSPs) and Distribution Network Service Providers (DNSPs). The AER made a submission to the draft determination on 8 February 2024.
