On 23 March 2023, the Australian Energy Market Commission (AEMC) commenced a review of the operation of the Retailer Reliability Obligation (RRO). The AEMC must review the RRO under Chapter 4A of the National Electricity Rules (NER).
Consultation paper
On 23 March 2023, the AEMC released a consultation paper on the review of the operation of the RRO. The consultation paper sought stakeholder feedback on operational aspects of the RRO including, but not limited to, the processes for the T-3 and T-1 triggers, the Market Liquidity Obligation and relevant NER definitions. The AEMC’s review does not extend to assessing the overall efficiency of the RRO.
The AER made a submission to the consultation paper on 4 May 2023.

Draft report
On 28 September 2023, the AEMC published a draft report with fourteen draft recommendations to improve the operation of the RRO by reducing regulatory burden for market participants and reducing costs for consumers.
