On 26 May 2020, the AEMC received a rule change request from COAG Energy Council seeking to amend the National Electricity Rules (NER) to expand the existing power system frequency risk review to a general power system risk review. This rule change request was recommended in the AEMC’s Mechanisms to Enhance Resilience in the Power System – Review of the South Australian Black System Event report published in December 2019, which considered systemic issues that contributed to the black system event in South Australia.[no-lexicon]

On 4 February 2021, the AEMC published a draft determination and draft more preferable rule for consultation. The determination considers expanding the risk review to include risks other than frequency related, along with extending the consultation to include Distribution Network Service Providers.

The AER made a submission to the AEMC’s draft rule determination on 18 March 2021.
