On 23 August 2019, the Australian Energy Market Commission (AEMC) received a rule change request from the Australian Energy Market Operator (AEMO) to support the participation of storage systems in the National Electricity Market (NEM), including by defining storage technologies in the National Electricity Rules (NER).

Consultation paper

On 20 August 2020, the AEMC released a consultation paper seeking feedback on the Integrating Energy Storage Systems into the NEM rule change request from the AEMO.

The rule change request seeks to change how grid-scale batteries, aggregations of smaller batteries, and new business models with a mix of technologies behind the connection point can register and participate in the NEM.

The AER provided a submission to the AEMC on this consultation paper on 15 October 2020.

Draft determination

On 15 July 2021, the AEMC made a more preferable draft rule to remove barriers to storage and hybrid systems participating in the market and move toward a level playing field for all participants. In particular, this involved making a determination on the charging arrangements for energy storage systems located on both distribution and transmission networks.

The AER made a submission to the draft determination on 19 September 2021.
