On 5 February 2019, the AER submitted a rule change request to the Australian Energy Market Commission (AEMC) proposing changes to the National Electricity Rules requiring the AER to monitor and report on FCAS market performance.

The AER submitted the rule change request to action a recommendation made in the AEMC's Frequency control frameworks review final report, to address a lack of transparency around the performance of FCAS markets. A related rule change request was submitted by AEMO. Given both rule change requests related to frequency monitoring and reporting, the AEMC treated them as one request:

The proposed (combined) rule change seeks to establish ongoing reporting requirements on:

  • the AER in relation to the performance of FCAS markets
  • AEMO in relation to the frequency performance of the power system.

Consultation paper

On 30 May 2019 the AEMC published a consultation paper seeking stakeholder feedback on the rule change request. The AER provided its submission to this consultation paper on 26 June 2019.
