The COAG Energy Council has requested that the Australian Energy Market Commission (AEMC) undertake a review into the regulatory arrangements for stand-alone power systems (SAPS).

Draft report - Priority 2

On 27 June 2019 the AEMC published a draft report for SAPS priority 2. The draft report proposes a regulatory framework that should apply to stand-alone power systems (SAPS) provided by 'third parties' (i.e. parties other than distribution businesses in the National Electricity Market). The AER provided its submission to the draft report on 8 August.

Consultation paper - Priority 2

On 1 March 2019 the AEMC published a consultation paper for SAPS Priority 2, which focuses on the development of a national framework to support the supply of electricity from stand-alone power systems by parties other than their local distribution network service providers (third parties). In practice, this may include community groups, local councils, developers or NEM market participants. The AER provided its submission on 29 March 2019.

Draft report - Priority 1

On 18 December 2018 the AEMC published a draft report for SAPS Priority 1. The report discusses the development of a national framework to facilitate the transition of grid-connected customers to SAPS supply provided by the current Distribution Network Service Provider, as well as a mechanism for the transition of grid-connected customers to third party SAPS supply. The AER provided its submission on 5 February 2019.

Issues paper - Priority 1

On 11 September 2018, the AEMC published an issues paper seeking stakeholder input for this first round of consultation for the review. The paper focuses on issues related to the transition of customers to off grid supply, and consumer outcomes for customers of DNSP-led stand-alone power systems. The AER provided its submission on 16 October 2018.
