On 27 March 2018, the AEMC initiated a rule change review from Jemena Gas Networks (NSW) who seeks to amend the National Gas Rules to allow the recovery of its revenue to be spread across two access arrangement periods, rather than one.
The rule change request seeks to provide a mechanism to minimise pricing volatility for NSW gas customers that may occur after the finalisation of JGN’s 2015–20 access arrangement.
Consultation paper
On 20 April 2018, we provided a submission in response to the AEMC consultation paper. Our submission largely supported the objectives and drafting of JGN’s proposed rule. We consider the simple, clear and principles-based drafting style adopted by JGN would enable the AER, JGN and other stakeholders to facilitate the aim of minimising price volatility. We proposed two amendments that we consider would further benefit JGN’s proposed rule.
