In August 2016, the COAG Energy Council directed Dr Michael Vertigan to conduct an 'Examination of the current test for regulation of gas pipelines' (the Examination). Dr Vertigan reported his findings in December 2016, and recommended that the information and transparency of pipeline services costs, pricing and contract terms and conditions be greatly enhanced and a framework for binding arbitration be introduced.
The COAG Energy Council established the Gas Market Reform Group, with Dr Michael Vertigan as its independent chair, to implement the gas reforms agreed to by the COAG Energy Council in August 2016. The Gas Market Reform Group is responsible for implementing the proposed Information Disclosure and Arbitration Framework.
Implementation options paper
In March 2017 the Gas Market Reform Group released its implementation options paper to progress the implementation of the gas pipeline information disclosure and arbitration framework.
The AER provided a submission to the Gas Market Reform Group on this paper.
